Any one know how you create a childrens book app for android and ios from scratch?

what do i need to learn to create an app for a childrens picture book. I have no idea where to start. what programming language? What IDE to use?

You could probably start off with Java, Jdea and Eclipse are some good IDE's for it.

For iPhone specially you can use Swift.
