You can practice css in any text editor... even if syntaxic coloration is a minimal feature to comfortable code ^^
You can even practice css in the developer tools of desktop browsers: it's very useful to see changes at real time ;)

Stuart, try out notepad++. It can even replace notepad. Great tool once you get to managing servers as well.
