Why do so many people criticize using Bootstrap ?

Hey there. I've started learning web development quite recently. And all across the Internet I've noticed many comments under videos and various webdev related posts, that seemed to have quite negative attitude towards using Bootstrap. Could someone break it down for me?

as a non supporter nor a hater (i use it when i need to)

from my own personal opinion. simply because its a not a small framework. bootstrap itself is kinda big, plus a dependency to jquery. well.. i know its not a big trouble for internet speed today, but maybe some people want the performance all the way to the max

next thing i want to bring is almost the same as my love and hate with visual studio. its perfect thing to work with on its own, but lets be honest, do we use all of them ? sometimes the designing process are simple enough that making use of bootstrap is overkill.
if out of entire functionality of bootstrap we only use 1% of it, does it worth to use it ? the answer is yes and no. its back to personal preference
