My friend want to know if he should learn Swift and Java that can develope iOS and Android apps. Or Dart that are crossplatform so he can focus on developing two different apps on one language,

See on React native, maybe its can. Flutter or React Native is not stable for developing, so if you want to learn, back to native is best ways.

Nothing can replace Swift and Java, as these languages either have tremendous corporate backing or are extremely well-entrenched in the marketplace. However, Dart could take a large bite out of their market shares. In principle. It would take a great deal of marketing and advocacy, particularly from Google. You’d have to persuade the programming community of Dart’s ease of use and capabilities. You’d have to galvanize the Dart user community into action.
