How to animate the property of feTubulence tag of svg ?

Question

I want to animate the text as it is doing in below code but it has been done with js and I want some slow transition in that animation but the transition is not working.

I have tried it with css and svg animation both(commented code are there).
Plz tell me where I am wrong .
Or suggest any new trick to animate it smoothly.
