if I were to make that into an application with existing web code,

i would rather make that a PWA (Progressive Web App)

and then Make the android app using Trusted Web Activities (TWA) or alternatives like webviews

Javascript is a scripting language, which means you can't run it through .apk/.exe file.
but there is a software called Cordova Apache that takes your website and renders it into a native webview
