It looks like Windows 7 supports up to Python 3.8.18

Notice all higher releases do not work on Windows 7.
If you really want 3.9, I suggest setting up VirtualBox and install Linux on it. Then you can install any Python into the Linux virtual machine.

It is safe to use windows 10. Later you will know that many software do not support window 7 like nodejs, blender, jetbrains ide etc and you will not have a choice.
I use linux too and there is Python by default but there is no IDLE that comes with Python for windows

The question would be why are you still using Windows 7? Upgrading to Win10 or switching to Linux if the hardware specs is not enough would be the wiser choice.

(some) Linux has python by default. that should be a great choice.

I've been an active Fedora "user" since 2012, but used it earlier as well.
for 32-bit use Debian.

Then consider Linux or cheaper second-hand devices. You don't need top tier specs for programming. Don't rush into developing locally hosted AI, unless you have a lot of $.

The point is not for software upgrading, a problem is for upgrading hardware, its complex and should buy a new hardware for windows 10 or 11, it takes 4 years to buy it
