But earlier versions of Windows only have 3 letters in file extensions, then .htm was also accepted

Both are file extensions of html. html files can be named as (e.g file name - Apple)
Apple.html or Apple.htm

However, some servers or operating systems may not accept 4 letter extensions, so htm is used instead
