Anything is useful in hacking since "hacking" is a broad scope term, including but not limited to pentesting. Yes, Kali is basically just an Ubuntu spin (or was, I heard they changed the base) that has all -- or most -- tools you'd need preinstalled. It's like a toolbox. But it's not some magic image you just click a few things and boom, you got access. Nor is it suitable as a desktop OS. You can break into someone's machine if their security is flawed using a standard Debian distribution with the correct tools installed and know how. Kali is the pentesting version of the gparted live CD or rescatux.
