What is the best offline app for web development/programming?

I developed my first website with notepad which is yet to be online and for those who have used notepad before you will bare with me that it's a big deal entering every tag by yourself which slows your project. So I want to know which app is best for web development both phone and pc. It should be an app that can work offline. And for programming which app would you advise me both pc and phone.

You don't need an app! all you need is to download a good text editor eg: Notepad++, atom, sublime etc.
