Aaron Sarkissian and Adedokun Yinka Enoch have it close, but I feel it important to distinguish that the viewport not only differs with the device displaying the page, but more specifically, window size.

You can sit on a PC desktop using Google Chrome, and shrink your window to a 400px width, and that will be the viewport's width. If expanded to 1080 or 1200, that will be the viewport's width on the same device and browser. The viewport is a different element to manipulate or ascribe specifications for than device-width.

Viewport = the browser window size.

You can use CSS relative units vh, vw, vmin, and vmax to help you scale your layout of your page accordingly. Very useful when building single page apps.
The vmin and vmax are particularly good for mobile as it is fixed with rotation.

If the viewport is 50cm wide, 1vw = 0.5cm.

For example: for laptop display 100% width will be around 1280 approx and for mobile 100% will 640 approx.
