First thing, can you load the stylesheet up via its URL in a browser. Just to confirm it exists and you have the correct path.

If so then we can run through the processes and make sure nothing is overwriting the stylesheet.

I will try that right away I've created a folder with .css and added bootstrap and another css file when I open the developer tool for chrome i get a 404 cannot be found in the consol but I will try that way you suggested
