"For  the meta element, the name attribute specifies a name for the information/value of the content attribute." ( https://www.w3schools.com/tags/att_name.asp ).
If there is "something" in the content attribute of <meta> , the name of "something" will be the value of name (and the value will still "something".
I'm not sure but I think it's this.
