Try to find portable version of the app in question. Portable apps are meant for this exactly, to allow you to carry them in a stick, and use them anywhere (with respect for O/S matter of course). Large scale tools (IDEs for example) are rarely available as portable app.

possibly yes. you can reinstall everything all over again each time on a new device.

another possible solution is to make it bootable with persistent storage, though i dont think its very healthy for your pendrive
