If you wish to implement data structures from scratch, C Language is preferable. If you wish to solve problems using data structures, the STL (Standard Template Library) in C++ is the best choice

Any of the three should do just fine, since I have done C++ I have bias toward it and would recommend it, since it is relatively easier to learn than the other two and is just as much good for DSA as any other.

In my opinion, STL in C++ is more handy and Java can be overwhelming if you're not already well versed with it, nonetheless, Java can also be used, depends on you.

If you are a beginner in data structure languages you can start and go with C and if you know good enough you can go with java and C++. C++ is used for developing games with unity. Java is used for developing application etc. Hope the answer is helpful.
