Not sure what by structure you mean, but if you want to create online dictionary, you would probably need to use Django or Flask (if you want Python based app) and you would also need some database where from will you pull your data and print them in the app. For smartphone apps, betrer use Java (for Android) and for iOS, Swift if I am not wrong.
