Can I make interesting projects with just HTML/CSS?

You can build certain animation without Javascript, some animation and static page that built by CSS only are impressive. You can get more samples from codepen

If you want more interactive pages, got to use Javascript to achieve it.

Btw how do you define "interesting projects"? Can a webpage with a animated object or a blog page considered interesting projects?

Animated object: yes, blog: if it has elements I can practice new things with.

A standard static blog page is rather boring ;)
