Are the best programmes developed by advanced skills or creative personalities?

I agree with @John Wells That’s why we have teams of programmer working in larger projects. While advanced skills, give you the knowledge to write the code, these people are often too logical and can’t think out of the box for some problems. Creative people allows them to come up with really innovative or efficient methods, but their brain will often be too creatively wired to learn the aspects of coding that you need to memorize or follow by the book.

Both. I've been taught a unique approach to a problem by someone who couldn't code their concept successfully. In fixing their code I learned something I never considered. Advance skills tend to mean simple concise code for solving the problem. But, we all have blind spots. I've spent days coding something to realize I could have done something else in minutes, after the original was tested.
